公益財団法人東京オリンピック・パラリンピック競技大会組織委員会（東京2020組織委員会）と国際オリンピック委員会（IOC）、国際パラリンピック委員会（IPC）は2021年2月3日（水）、東京2020大会に参加するステークホルダー向けのプレイブック（ルールブック）の初版を公表しました。

The risks of catching COVID-19 grow in crowded poorly-aired spaces and when we spend time in proximity to those carrying COVID-19. That is why it is important to minimise social interaction, wear a mask, and avoid the 3Cs: spaces
that are closed, crowded or involve close contact.
プレイブックは、2020年12月の新型コロナウイルス感染症対策調整会議の中間整理を基に、IOC、IPC、世界保健機関（WHO）、また第三者である世界中の専門家・機関からの助言と、コロナ禍の中で開催された世界中の国際的なスポーツイベントからの学びを参考にして作成されました。
ステークホルダー別に作成されたプレイブック初版は、当事者の視点で作成されており、行程ごとに行うべき基本原則や、枠組みが規定されております。各ステークホルダーは、それぞれの運営上の必要性に応じて策定されたガイドラインを遵守しなければなりません。
プレイブックには、ステークホルダーごとの行程が入国14日前から始まること、出国前・入国時に検査をすること、および大会期間中にスマートフォン用アプリを使用して、健康モニタリングや接触状況を把握したり、さかのぼって行動確認を行うことなどについて記されています。また、この行程の中では陽性者の特定や隔離、感染の疑いがある場合を取り扱うための対策も実施されます。
アスリート・チームオフィシャル向けプレイブックにおいては、選手が選手村での過ごし方についての理解を深めることができると思います。選手村におけるアスリートたちの安全を確保するため、大会期間中、アスリートや関係者は定期的に検査を受けるなどの厳しい管理措置の下に置かれます。
今回公表する各ステークホルダー向けのプレイブック初版は、それぞれの関係者に対し順次公表し、東京2020組織委員会、IOC、IPCによる合同説明会を開催してまいります。プレイブックは、IOCやIPC、東京2020組織委員会の公式ウェブサイトからご覧いただけます。説明会は公開いたしませんので予めご了承ください。
また、プレイブック初版に記載された内容は、今後の状況変化を踏まえて更新していく予定です。今後、4月から6月にかけて情報の共有・更新を予定しております。大会の計画を次の段階へと進めるため、より詳細な情報を提供していく予定です。

After the longer-than-anticipated wait for the Olympic
and Paralympic Games Tokyo 2020, they are now only
a few months away and we look forward to them with
confidence. All of the Games stakeholders, including
the Japanese government and health authorities, Tokyo
2020 organising committee, IOC, IPC and International
Federations have worked together to develop plans for
a safe and successful event this summer.
We look forward to the moment when the power of sport
and of the Games will unite everyone, and athletes will
inspire the world once again. Stronger than ever, stronger
together. Your contribution as an IF representative is vital
to what the world will be focusing on – the field of play and
the athletes – and we thank you in advance for your role.
To achieve this, we each have our part to play. The health
and safety of everyone at the Olympic and Paralympic
Games Tokyo 2020 is our top priority. Building on the
experience of each International Federation in their
responsible return to sport, this Playbook has been created
to outline the rules that will allow each and every one of us
to contribute to safe and successful Games. It has been
developed to ensure it best supports your role and needs.
If you have been to the Games before, we know this
experience will be different in a number of ways. For
all Games participants, there will be some conditions
and constraints that will require your flexibility and
understanding.
You will have experienced some of these differences in
your own events over the past year, and some will be
specific to the Olympic and Paralympic Games Tokyo
2020. No doubt you will have questions. This first version
of the Playbook aims to provide the main principles that
will guide us all as we continue to build more detailed
plans – and the context that we will face becomes clearer.
An update will be published by April following ongoing
consultation with International Federations and may
continue to evolve as we get closer to the Games. We will
make sure you have all the information you need, as quickly
and as clearly as possible.
We are #StrongerTogether. The values we share –
Excellence, Friendship and Respect – will lead us to a
safe and successful Games. We firmly believe that if every
single one of us commits to following the Playbook, we
will come together in the summer for an extraordinary
Games that will stand out in our memories for all the right
reasons – and with the vital contribution of every single
individual involved.
